If you are on a managed system, a system on a network controlled by a management server using groups and security profiles, you cannot bypass administrative priveledges. If you are on your home system you may be able to give yourself administrative priveledges by reloading the system into safe mode and editing your user profile.
What do you mean?
If you mean you want to make changes to the system (eg installing software etc) without the administrators permission, you cannot. However, you can access system files that you would not usually be able to edit/read by booting into the computer using a liveCD
Then disable them in the BIOS. What good would passwords be if you could bypass them at will?

You need to be clearer about what you mean by management of the admin password. Obviously the Operating System manages passwords but it is unclear what in particular you want to know.

Admin passwords are set by the individual user so a password from anywhere else would not be recognised by any other Mac.
You cannot. You must wait until the site admin fixes the problem.
When you boot into single-user mode you aren't asked for any credentials (passwords, etc.). When you get the shell prompt, just reset the admin/root password using the passwd command. Then, allow multi-user mode to boot and you are all set with the new root password.
Passwords are a security measure to prevent anybody from gaining access to your computer. They would be rendered pointless if they could be bypassed.
Keep your system up to date. Run regular virus scans and keep passwords on admin accounts.
