You really can't turn it off. They sell bypass kits, but the passlock system has to be working in order for the bypass thing to work.

There are a myriad of possible "solutions" available. If you are even just a little bit technically savvy you can with a little bit of effort disable and or bypass the "passlock" system. Just Google Chevy impala passlock disablement or Chevy impala passlock bypass. There are several ways to do this and it would be better for you to read all the information available and arrive at your own decision. This seems to be a "VERY PREVELENT PROBLEM"

The thing that causes the PASSLOCK to activate is the chip, if you will. If the chip is bad, ar is unrecognizable to the system, the PASSLOCK will activate. Take it to a dealer asap. You can bypass the passlock by accessing the ignition, and cutting the yellow wire of a small 3 piece wire set that's on top of the ignition. cut the yellow small wire from ign. switch in the column up by the switch. this is the passlock wire.
It cannot be disabled, but can ge bypassed, search the web there is information on how to do this. It is not overly complicated, but lengthy to explain. Look up Passlock bypass

You need to purchase the bypass kit from your local stereo install shop. in the 98 you have Passlock II i believe. If im wrong its passlock I. either way the bypass is pretty easy to do. You will however require a digital volt meter as you will be required to measure the resistance in some pretty small gauge wires. Probably by pulling the fuse for the alarm. If you pull the fuse on it, the car will be disabled. I am not 100% sure how to bypass it as mine came with an aftermarket alarm. To disable that, I just removed the 'brains' under the steering column. Haven't had a problem since.
