Calculate the bed - days available by multiplying the total beds available in the hospital by no. of days in the year it would be available (typically between 300-350). A hospital bed cannot be available 365 days a year as it takes time to change beddings when patients leave, or a bed may need repairs and so on. Add up the the days beds were occupied during the year - say a 300 bed hospital may have 250 beds occupied on Day 1, 275 on day 2, 200 on day 3 and so on; hospitals normally keep such records (It doesnt matter if the same patient occupies the bed on day 1/2). Dividing the latter by the former will give you an average occupancy rate for the year.
Bed occupancy rates have been proposed to reflect the ability of a hospital to provide safe efficient patient care. It is difficult to measure the actual average but according to the department of Health in the United Kingdom has found that bed occupancy rates exceeding 85%.
This is a hospital statisctic which is correleated with length of stay (LOS) by patients. So, if there was a one bed hospital and each patient stayed three days, the bed turnover rate would be 3 days.
weight/vol/time
Pretty much the same as you would calculate the cost for any business. You would add the fixed cost and the variable cost.

Your answer is covered in your governing documents or your rental agreement.
In the State of Texas, only Federal and State Employees are exept from "bed" taxes. In Texas, it is called an Occupancy Tax or Hotel Occupancy Tax. I'm not aware of a tourism tax other than the Occupancy Tax. Also, in Texas, all govenrmental agencies are exempt from paying sales tax.
A "hospital bed" is not a description of size, but generically used to mean one that is adjustable in position.
