lay out a grid pattern 1 x1 mile and then have the people in each 1 x 1 grid raise their hand. then fly over in a helicopter with binoculars and a paintball gun. as you count the people shoot them with a paintball to mark them as counted. after you are done counting for a 1 x1 mile grid, write it in a log book. that is people per square mile. repeat as necessary. if the people are in a thickly wooded area, may first need to use defoliant like agent orange.
take the amount of people in the area and divide that by the total land mass of the area.
