Well online its not possible, you have to kill the public enemy. However in single player you have to have the lasso and when you find your victim lasso them and take him to the sheriff. But you have to have lasso and you can put a lssoed victim onto a horse and ride him to places. But the best funnest way is to lasso them and dump them on the railway and wait for the train. : ) It does work.

If you choose to take the task, the game will ask you to find a certain person and bring him back either dead or alive.
