Well online its not possible, you have to kill the public enemy. However in single player you have to have the lasso and when you find your victim lasso them and take him to the sheriff. But you have to have lasso and you can put a lssoed victim onto a horse and ride him to places. But the best funnest way is to lasso them and dump them on the railway and wait for the train. : ) It does work.

there arent any specific ones, but if you go to armadillo or other main towns there are posters that you take and they tell you the location of the bounty your after
