That all depends on which game you are playing. In Gold, Silver, and Crystal he is in the bug catching competition. You can usually win the competition if you catch him. He's not very hard to find. In Blue, Red, and Yellow he is in the Safari Zone. Much harder to find. Ruby and Sapphire, you may be able to catch him, you may have to trade for him, I can't recall off of the top of my head. It all depends on which game you are currently playing.
