You can find togepi around the Daybreak ruins in the bushes in the same location as probopas. If you don't know were he is, after you exist the ruins, go to the left. You will need to ride one of the legendary three Pokemon and use their roar to get togepi to come out from its hiding spot. Roar right as you enter the area and togepi should jump out; if not move closer of further down the tree line.

∙ 12y agofirst u must complete the quest A Cry From The Sky. after that, start flying. the togekiss is too fast so use a charged latios or latias. fly around the area a little right of the sky fortress and u may see a small white cloud. that is togekiss so chase it till u get it.Also you could mimic togekiss's movements.
