I shampoo mine, straighten the bristles, lay them on a towel and let them air-dry. Do this every week or so if you're the only person using the brush. If you're using your brushes on more than one person, clean them after every use.
use an eyeliner brush and a dark shadow, then wet the brush and circle it in the shadow. then apply just like your regular liner.
I can't think of any reason why not.

If you want to put eyeliner on your bottom lash line, I suggest pencil eyeliner. And if you want to put eyeliner on your top lashes, use liquid eyeliner because it lasts longer, but you need practice and a steady hand for it to come out good (:
the best liquid eyeliner to get is probably not the bristle brush ones but you should use the felt ones which work best because they are the most precise or the gel eyeliners! hope this helps :)
Well... I went to look at this Photofiltre of which you speak, and it has brush tools. One could mix a color that would be suitable for eyeliner and draw it in with a brush. This takes a very steady hand and a lot of patience. Then again, it's quicker, cheaper and better-looking to apply makeup BEFORE the photo is taken.
You're better off using dark eye shadow and an angled liner brush. Get the brush just a little bit damp with water, then apply the shadow where your liner goes.

Try Urban Decay 24/7 glide on eye pencil, they have a variety of colors available, waterproof and long lasting. You can also try MAC Fluidline gel eyeliner. It is smudgeproof and has a softer finish. It comes in a little glass pot, so you will need a brush to apply. I recommend the 266 brush from MAC, which is just a small angled brush to give you a precise clean line.
some forms of eyeliner are liquids. you can either get "liquid eyeliner" which is a liquid or "eyeliner pencil" which is a solid.
Bunnies do not have eyeliner on.
