I love MACs cream eye liner that you apply with a brush. It goes on smooth and stays all day.
If you're going to use a pencil under your eye, it should applied directly to the base of your bottom lashes as it is more effortless to work with than a cream or liquid formula. But if you are going to use liquid eyeliner apply it below your eye by first lightly dipping a small, stiff angled brush into the product. Smudge the eyeliner onto the base of your bottom lash line, starting at the outer corner, making your way towards the inner corner of the eye. Stop about midway to avoid making tiny eyes appear even smaller if this is one of your concerns.
