Catch an excess of Magikarp(10 or 12) then raise each one to at least lvl 13. then afterwards release your starter Pokemon. Trust me. Head back to Pokemonlake, and head to the north-east corner. Fish until caught, to get your starter Pokemon back, go to professor oak and he will say "I found this during my daily rounds" and return your Pokemon:)
