Okay, so for all I know it's one of these two things:
1. You cannot get one in SoulSilver, you have to trade him from HeartGold, or the internet.
2. You can find it in Route 36, 37, 38. Try during the night, but it would be pretty rare. The best decision would be is trading from somebody that does have one, or one of your other games.
But for all I know, and that I'm certain of is that SoulSilver has Vulpix instead of a Growlithe and other specific kinds of Pokemon.~
