Yes, you can. You can insert a Pokemon FireRed game cartridge in the DS and go to either the Valley Windworks or Route 204 (south of the Ragged Path) to catch a wild Elekid. Then, to get Electabuzz, you'd have to evolve Elekid at Level 30. You can also get Elekid in Pokemon FireRed by catching an Electabuzz in the Power Plant and breeding it with a Ditto at Four Island's Daycare. You could then send these Pokemon to Pokemon Pearl or Diamond via Pal Park.
