If you live in Europe: get Pokemon channel and a GBA-GCN link cable, and beat it. You will get a jirachi.

If you live in America: somehow you will need to get a Pokemon colosseum bonus disk and link using a GBA-GCN link cable.

You can't get it anywhere else.
