How do you get Phione in Pokemon Black?

You can't catch Phione but you can receive on from an egg because Manaphy+Ditto=Phione Egg. In other words, put Manaphy and Ditto in the Day Care Center and eventually there will be a Phione Egg.

P.S. YOu can catch/receive a Manaphy by:

Pokemon Ranger

Pokemon Ranger Shadows of Almia

Pokemon Ranger Guardian Signs

Pokemon Event (if any)

he is not in it but manaphy is so you can go to island 4 and go where team rocket was and fish with a old rod and a 1/1000 chance you might get it it will be lv 3 and is Very easy to catch plus lucario is by the place where heracross is face heracross with a pincer and lucario will apear only once

By using an action replay max:

1. open codes select wild Pokemon modifier.
2. Select Phione in the infinitive list.
3. go up to the beginning select wild Pokemon level modifier
4. select a level
5. go into game
6. hit select

Now every Pokemon you catch will be a Phione (of level you selected in step 4) until you restart the game.

Without an action replay:

1. Breed Manaphy and Ditto (Put a male ditto and a female manaphy (or vice versa) at the Pokemon daycare center)
2. That's it.
