To catch a Reliicanth you need to have:
1.) A Pokemon (or 2) that know Surf and Dive.
2.) Poke balls (Ultra balls work best)
First you need to Fly to Mossdeep City (or another city by water) and Surf until you find a dark blue spot in the water (If you don't have a Pokemon that knows Fly, just Surf off Slaveport City.). Then have your Pokemon use Dive. Once you've dove, look around in underwater seeweed (If there is no seeweed, use Dive again and go to another dark blue spot), Relicanth may show up. To maximize you chances, have a Staryu or Starmie in your party. Each have an ability that it's name escapes me, but makes encounters more likely, and have a Pokemon that knows Sweet Scent. When your Pokemon uses it, and your in seeweed/brush, a wild Pokemon will jump out. And Relicanth is rare, so patience is the key.
You can't catch Relicanth. You have to trade from Ruby, Emerald, Sapphire or any other game that has him captured.

You can get relicanth by diving underwater near sootopolis city and wailord can be caught to the southeast of sootopolis or catch a wailmer and get it to level 40 for it to evolve into wailord.
A relicanth cannot be caught in leafgreen but you can catch one in ruby, sapphire, and emerald.

Relicanth appears in Pokemon Ruby, Sapphire, Emerald, Diamond, Pearl, Platinum, Heartgold, and Soulsilver. In Ruby/Sapphire/Emerald you can catch it pretty much anywhere in the Underwater, using Dive in the sea. In Diamond/Pearl/Platinum, you can catch it by using a Super Rod on Route 226. And in HeartGold/SoulSilver, you catch it on Route 12.
