If you mean Suicune which is one of the legendary dogs in pokemon fire red. To be able to see it you would have to pick Charmander as a starter pokemon then beat the elite four and become a champion. That is not done you would then have to catch 60 different types of pokemon and after you have 60 type pokemon (you can check on your pokedex) you then show it to professuer Oak. He will then upgrade your pokedex to the national pokedex! Suicune will be all over Kanto and what you should do is go to Route 2 and walk over the grass ( every bit of it ) there with repels on so you wont have to meet weak pokemons , then if Suicune doesn't appear go inside the big hut thing and come out then repeat it. Eventually Suicune will appear.
Have a pokemon with arena trap or a fast poke which has mean look to prevent Suicune from escaping. Lower it's health and then try to catch it.
