Usually you wouldn't dedicate a whole paragraph to a transition; typically you would do this with an eloquent topic sentence. So to answer your question, there is no formal name for such a paragraph. If you must label it, you might call it something like a transition paragraph. Anyway, hope that answered your question adequately.
