the fuel filter is located right in front of the passenger rear wheel. You'll have to jack the car up in that spot to change it.

They say 5w30 but for 15 yr old cars I would use engine flush and change oil for 5w40 or cheaper 10w40 castrol mobil1 valvoline. Make its prefference. When changing oil change filter air filter and fuel filter. Peace!

its located under the car jus in front of the right rear tire. it holds the fuel filter fuel pump and fuel accumulator. i have a 1986 golf that mine is broken and cant find a new housing anywhere.
