Ut is under the drivers side at the rear wheel
the fuel filter is located right in front of the passenger rear wheel. You'll have to jack the car up in that spot to change it.

its located under the car jus in front of the right rear tire. it holds the fuel filter fuel pump and fuel accumulator. i have a 1986 golf that mine is broken and cant find a new housing anywhere.
If your 1990 golf is a 1.6 litre it'll be under the bonnet attached to 2 leads. It's in the shape of a cone at one end and has a little filter inside, you can also see some petrol floating around inside. For the higher spec models the fuel filter is located underneath the car at the rear next to the fuel tank. For proper renewal and replacment look up in a haynes manual.
One is on the under side of the car just below the rear seats. look for a can-like cylindrical container. the other one is in the fuel tank by the fuel pump.
Near the main fuel pump in front of the rear axle under the passenger side of the car.
The oil filter on a 1.4 liter VW Golf is located on top of the engine near the driver side. Filter is hidden under a cover that needs to be removed in order to be reached.

for the 2.0 slow it's located on the passenger rear, right next to the fuel tank. it's held in with 2 hose clamps and 2 bolts. putting the car up on jack-stands save's alot of time. I never had any problems with the bosh fuel filter witch is what the dealerships sells. so Just go to NAPA to get the filter WAY cheaper Between the fuel tank and the engine. Get down and dirty and look for it. If after tracing the fuel lines, you don't run across it, then it is possible it is inside the fuel tank.
mk2 has 2 fuel pumps one inside the tank and one in front of the tank on the right hand side of the car it looks like a square black box with a lot of pipes going into it
