There are either one or two. If you're talking about a Sterling Acterra, you probably have one. If you're talking about something like an AT or LT series, there'll be two.On the models with one, it's a simple spin off filter. Remove the old one, lubricate the o-ring of the new one with something clean (I typically use 75W-90 gear oil), spin the new one on, get it as tight as you can by hand, then tighten it one more turn with a filter wrench.
If you have the model with the two filters held internally, we'll start off with what not to do. DO NOT use power tools. DO NOT overtorque the bolts when you put them back in. These are steel bolts going into aluminum. Go ape on them, and you'll only end up with much bigger problems on your hands.
On the bottom of the transmission housing, you'll see the filter housings.. they're round, and secured with I wanna say six bolts each. Carefully remove five and loosen one on each housing. Get a pan underneath for drainage. Take a screwdriver and carefully pry the housing covers down (they should remain hanging on the last bolt). Let the drain, the remove the last bolt completely, and bring the filters out. Separate the filter from the housing cover (you just pull on it). There'll be two o-rings to replace - one is brown, one is black. Clean the filter housing off (with dry solvent or brake cleaner), remove any gasket material, let it dry. Replace the gasket, push the filter onto the housing, and replace the o-rings. Insert the filter assembly back into the housing, and reinsert the bolts, making sure they line up properly with the gasket and bolt holes. Hand tighten them, and then torque them to about 30 ft/lbs. I've seen some which have needed a 9/16" socket, and I've seen some which have required a 15mm socket. .
The fluid capacity, of your Allison transmission, is 28 quarts. The filter will take and additional pint. The manufacturer recommends that you do not over fill the transmission.

The barrel-type governor filter on a 2007 Allison Transmission is located behind the large nut.
Depends on what type of fluid you have in your transmission. If it has Allison's transynd in it, I would typically change the spin on filter once a year, then send an oil sample in to Allison through an authorized Allison transmission dealer. The results of the oil analysis will tell you if the oil needs to be changed, as well as if you have any kind of wear materials from any kind of problems developing inside your transmission.
