Just go to control panel and find regional and Language options. Double click this and make the changes you want.
After changes click apply. You are done.

I assume that with XP, you are referring to the Windows Operating System (OS), and by XPS, you are referring to the make of DELL computer. If this is the case, then no, they are not the same thing.
Download the program again. This time in the language you need.
Alternate display languages are only officially supported in Windows 7 Ultimate and Windows 7 Enterprise; to change the language for these operating systems you can use Control Panel>Region and Language>[Keyboards and Languages] tab to install and uninstall display languages. Alternatively, if you do not own Windows 7 Ultimate or Enterprise you can use Vistalizator to change the language of your system.
