Alternate display languages are only officially supported in Windows 7 Ultimate and Windows 7 Enterprise; to change the language for these operating systems you can use Control Panel>Region and Language>[Keyboards and Languages] tab to install and uninstall display languages. Alternatively, if you do not own Windows 7 Ultimate or Enterprise you can use Vistalizator to change the language of your system.
As of 2013 this is not possible. The game producers will have to release language packs for that particular game.
Providing you are using the Windows 7 Ultimate version, the language is easy to change by installing the English Language pack from the 'Regional and Language' section of the control panel. The language can only be changed this way using Windows 7 Ultimate.
Windows 7 supports Japanese input just as much as previous versions of Windows. To enable the Japanese IME, go to Control Panel>Regional and Language Options>Keyboard and Language>Keyboard Options, there you should be able to add any keyboard input layout you wish.

If you would like to change your system language in Windows 7, go to Start > Control Panel > Windows Update > Optional Updates; then select the language pack you would like to download. After installing the language pack, you can switch your system language by going back to control panel, and visiting Region and Language options, and clicking on the Keyboard and Languages tab.
Depending on your version of Windows you might be able to download official language packs from Microsoft or windows update. If not you can use a unofficial unsupported third party software like Vistalizator and a MUI for your language(remeber to check your OS's bit).

You can't, there is no setting that you can write in Japanese on Facebook. You can type in the Japanese writing system by changing your settings on your computer. If you're on Windows 7, here's how you do it:Go to Control Panel->Click on Region and Language->Click on Keyboards and Languages->Click Change Keyboards->Click on Add-> Scroll down and find Japanese(Japan)->Click on the '+' sign->Click on the '+' near the word Keyboard-> Check Japanese and Microsoft IME->Press OK->And then press OK again to save changes. It should appear at the right hand corner or on the area where the clock and date is. Open it up if it's not open, it should be labeled as EN. Click on Japanese. Click 'Show Language Bar'. Just play around to figure how it works, or you can search up Microsoft IME pad. If you're not on Windows 7, just search up 'How to change language to Japanese for' and then add Mac or whatever you're using.Of course, you have to know how to read and write Japanese for you to use it properly.I hope this helped!
You can choose all the languages if you have Windows 7 Ultimate. It is cheap and works great on a laptop.
