No. If it starts and doesn't fire then you have one of two problems fuel or spark. The most common problem is a bad coil. A broken cam belt will cause the valves in the cylinder heads to be open when they should be closed. This is a problem that would cause major engine damage if you attempt to start. The pistons would hit the valves damaging the valve and the piston.
