Open the trunk you should be able to pull back the carpet against the back it might have clips or screws holding it if so remove them then pull back the carpet and you should be able to access the lights just pull it out some require a half turn first then simply change the bulb!
Note: On the 2005 Stratus 4dr SXT, when you pull back the carpet you must unscrew 3 large plastic wing nuts so that the tail light assembly can pulled away from the frame to get to the bulb. But still a very easy fix :)

There are three black caps that screw off in the trunk behind the brake light itself unscrew them and the assembly comes out then change bulb

Brake lights could stay on in a 1999 Dodge Stratus because of a short in the wiring. If the headlamps are off and the brake lights are still on, check the wiring for the brake lights that is inside the trunk. Sometimes cargo in the trunk can interfere with the lights.

You can access the middle brake light from the inside of your 2000 Dodge Neon cargo compartment. Remove the brake light wiring harness. Remove the brake light retaining bolts. Reverse the process to install the new brake light.
From th einside of the trunk there are three plastic wing nuts that hve to be removed in order to remove the taillight. Once the taillight is out You can remove the bulb by turning it Counter clockwise.
