The camshaft TDC mark is located on the camshaft side of the pulley wheel. When the mark is level with the front reinforcing strip on the camshaft cover the camshaft will be at TDC.

The sensor is a "hall effect" sensor, to align it; just match timing marks on cam sprocket to mark on crank sprocket (so they are as close as possible).

To align the timing belt on a 2002 Volkswagen Golf GTI, first ensure the engine is at top dead center (TDC) on the compression stroke of cylinder one. Align the timing mark on the crankshaft pulley with the mark on the engine block. Then, position the camshaft pulley so that its timing mark is aligned with the mark on the cylinder head. Finally, install the timing belt, ensuring it is taut and properly aligned on both the crankshaft and camshaft pulleys before reassembling the components.
