Remove the fuel tank, replace the fuel pump. It is part of the pump.

ACTUALLY THE FUEL FILTER IS IN THE FUEL TANK AND THEY ARE BASICALLY PERMENENT ALTHOUGH THEY WILL EVENTUALLY CLOG UP YOU SHOULDNT REALLY NEED WORRY ABOUT THE FILTER.
If you are looking for a cabin filter, it doesn't have one.
Dodge did not have an actual fuel filter on the 1995-2001 Dodge Ram gas motor trucks. What they did have was a small screen on the bottom of the fuel pump. The fuel pump is located inside the fuel tank. The only way to change it is to drop the fuel tank.
