Not sure if it is the same as a 1990 crx but the fuel pump is in the gas tank. You will have to drop it and it is on the top side. As for relay a good way to test it is turn the key until all the different lights come on in the dash.
Let it stay on and see if the engine lights goes off or stays on. If goes off the relay is good if not then you need to replace. I had this problem w/my 90 rex and that is how I determined it was the relay switch. Have not had a problem since. That was over 3 yrs ago.

Check the fuel pump relay.
Check your relays first. The fuel pump is inside the fuel tank.
The fuel pump for a 1993 Honda can be found through the rear seats. Lifting the seats up will reveal a circular panel. When removed the fuel pump can be reached.
Check for a blown fuse or defective fuel pump relay.
There is an acess panel above the fuel pump that will allow you to replace the fuel pump without removing the fuel tank from the vehicle.

The fuel pump on a 1998 Honda CR-V is changed by lowering the fuel tank, disconnecting the fuel hoses, and unhooking the wiring harness. The pump can then be unbolted from the tank, removed, and a new pump dropped in place.
