there is a red 10A fuse located in the fuse box under the hood, in front of the battery. locate the fuse by reading the map on the inside cover of the fuse box. simply pull the fuse strait up. there should be a white fuse puller tool included in the fuse box sitting quietly, waiting to assist you.
i have a 96 jetta and i looked at the fuse box and found the horn fuse and it was blown changed the fuse and the horn worksso i would look at the fuse box find your horn fuse and see if its blown change it out with the same amp fuse and push the horn button that might fix your problem

It seems that you have a short-circuit on your horn circuit. Check to see if the terminals of your horn are touching any part of the cars body. Also see if you can disconnect the horns, change the fuse again, if the fuse holds then replace the horn(s)
