Because your daytime running lamps use a reduced output of your high beam headlights. The low beam filament on your left headlight is out. Change your left headlight bulb, and your all set.
There are 4 headlight fuses in the Power Distribition Box under the hood. Sitting in the driver's seat, it is under the hood, right in front of you, next to the firewall. They are numbers 16 (low beam left), 17 (low beam right), 26 (high beam left), 27 (high beam right). To change them, pull the old one out (You might need needle nose pliers to do this.) Push the new one in.

The flasher module on a 1994 MK VIII is located to the left of the glove compartment. To access it, you must remove screws that hold the the glove compartment door hinge. After you remove the glove compartment, the flasher is mounted on a dash support beam to the left side of the compartment.

yes, of course. there are 4 fuses, one each for low beams and one each for high beams. the fuse box is under the dash, inside the cabin, all the way over by the lefthand (driver's side in usa) door. the fuses are in a single row and are numbered, from 1, from left to right. fuse 1 is left low beam, fuse 2 is right low beam, fuse 11 is left high beam, fuse 12 is right high beam.
get a set of stick on beam deflectors. these deflect the beam from left to right for European contries. to adjust the light them selves you cant you would have to get a pair of European headlights for that.
