above license plate there are two plastic covers,
using a screw, knife or a key you can remove them,
then you just grab the old bulbs and remove them easily,
you replace the old with the news and you test them by
turning on your lights.
If one of them or none is not lighting you have to close the lights, remove key and
then remove the new bulbs and place them again with 180 an degrees change.
When your bulbs working, you place again the covers easily (without break them) and you're done.
That's all.

Begin by removing the instrument panel cover. Take hold of the dashboard lightbulb, push in and turn at the same time. The lightbulb will come out. Reverse the process to install your new dashboard lightbulb.

To change the dash light bulbs you must remove the instrument panel.
They mount to the back of the dash cluster. The bulbs are exposed when the panel is removed.
There are no individual bulbs, just LED's in the dials, and you will have to replace the entire instrument cluster.
You have to remove the instrument cluster to get access to the bulbs.
The front dash holder in the 1999 Lumina is screwed into the backside of the dash. Go through the glovebox to loosen the screws to replace.

to change the lights you remove the dash cluster and replace the bulbs. the number for the bulbs are 197
I am not sure---I have 2002 rx 300 nad one of the bulbs on the dash that lets you know what gear you are has burned out. That does not effect the operation of the vehicle, but is just annoying. The dealer want $250.00 to replace the bulb. No way will I pay-----this is a design flaw in the vehicle !
