You CAN"T, It is not ajustable. You need to check the idle speed control valve. Also check for a vacuum leak on the engine. If you don't find your problem here, then ask your question again.
Idle speed is not adjustable. The computer controls the speed with the idle air control motor on the back of the throttle body.

1996 and newer have an electronic speedometer and a vehicle speed sensor that operates your electronic speedometer and also sends a signal to the powertrain control module (PCM) The PCM uses this signal to control several different functions of the engine and transmission.. Your 1996 doesn't have a conventional speedometer cable.
Your speed sensor probably broke and needs to be replaced. If the car can't determine it's speed, then it may automatically disable the cruise control.
i found mine it is on the left side in the back of the engine on top of the trans
