1. Get some anti-seize spray (PB Blaster, WD-40, etc). 2. Crawl under your car daily and spray (as best you can) the 2 bolts per side that hold the U-Shaped bushing for the sway bar. 3. Pull one bolt out after 3 or 4 days of spraying. (You dont really have to lift your car, if you can crawl under it just before the wheel - if you're a little big then lift both sides evenly). Take that bolt to an autozone or parts store of your choosing and match it with 4 new ones (trust me you'll need new ones). 4. Return to removing the bolts that hold in the U-Shaped cover. This exposes the old black soft and crummy bushing. 5. Slide the bushing off the sway bar and put on the new bushing (they should both have a little slit that can be a pain to open wide enough (especially while under your vehicle). 6. Bolt in your 4 new bolts (with some anti-seize) and tighten them up good. You're all set. I wish I had pictures, but it should be pretty obvious.

It is in the fuel tank.
If you have a manual transmission, it may need a new plastic bushing at the bottom of the shifter. My 1991 Toyota pickup kept slipping out of gear due to a deteriorated plastic bushing. I picked up a new bushing at the local Toyota parts department for around $11.
