Model would help, so we could tell if the pedal for your model went up into the dash or down into the floor. That would help identify where the return spring is.
Probably going to need a new pedal assembly due to the corrosion that takes place down there with the constant dirt and moisture for the past 24 years.

Usually the throttle return spring is built into the carburetor or throttle body, depending which your vehicle has. I'm going to suggest that this is not likely your problem. Double check that there is nothing underneath the dash holding the pedal (it's common for the under dash trim to fall against the arm attached to the pedal.) There could also be something jammed in the throttle body. If after inspecting for foreign objects you still think you need a throttle return spring, it's a tricky job and it really depends on what vehicle you are working on. If you simply have a spring, then have someone move the throttle with the pedal and watch how it moves. Attach your spring so it holds it closed. Carburetors will likely have a good place to attach the spring. Throttle bodies (fuel injected cars) are meant to be replaced.
you will need to replace the throttle cable, and while you are at it check the return spring.
There isn't one there is an accelerator pedal sensor above the gas pedal. I have a 2000 Catera too and it isn't responding to the pedal so I am gonna change the throttle body if I can find one
If the gas pedal just falls to the floor, that would indicate:the cable connecting it to the throttle has brokencome disconnected from the throttlethe throttle body linkage has brokenThe spring on the throttle linkage has broken (this is one you should be hoping for!)If the cable is still properly connected, the problem then is going to be inside the throttle itself.
The throttle pedal is not adjustable on a2001 Ram.
Is the gas pedal stuck to floor? If so then inspect the spring located on the throttle body under the hood
On the brake pedal itself.
It's attached to the brake pedal arm.
Should be to the left of the clutch pedal.
Chances are the throttle cable from the pedal to the throttle body needs replacing.
Generally speaking the throttle position sensor is on the throttle body.
