The starter is located just behind the V-8 engine and on the top side behind the
firewall. This is a time consuming job if you want to do it yourself -- that's what other 92' LS 400 owner told me,
He told me he had to take down the transmission in order to access the bolts of the starter !!!
In order to separate the transmission, you have to take off the drive shaft as well !!!
Also one reminder, CHANGE THE POSITIVE battery cable which links the starter AT THE SAME TIME because you don't want to change the cable for all this hassles .....
'good luck'
You have to get to it from under the car. You will have to remove the splash guard and loosen the anti-sway (torsion) bar mounts. It has it's own tensioner, just back off the nut to loosen the belt. After that, it's just a matter of disconnecting it. The top bolt on which it hangs is a pain to get to. You will need a helper to reach it from the top. Also, it's easier to unmount it first so that you can turn it around to disconnect the electrical connectors.
Lexus, Land Rover if you mean brand. Lancer if you mean model.
If its a 94-96 Model it`s under the seat !
Check to see if power is getting to the starter. If it is not check the solenoid contacts in it may be burned and not letting the power threw . If power is making it to the starter it maybe your brushes are in need of replacement or (dirt in starter ,broken magnets ,bearings or burnt wires).
On that car it is called a transmission range sensor and it attaches transmission gear selector cable to transmission. Just remove and install new part in reverse order (if that is the problem).
Which model is it, year etc. on a 95 pug 306 XL 1.4 its quite difficult to get at ( im trying to change mine now) if you look at the rocker cover (top of the engine) its towards the cockpit at the back of the engine on the right. an easier way to find it is to follow the leads off of the battery one should go behind the engine and to the starter
The starter for this model is located on the driver's side, at the front of the engine.
My wife's LS400 has the upgraded $4500 Nakamichi Sound System which was the best they offered. I do not know what the standard model was or if there was an in between model to choose from. Hope this helps.

The Lexus LS460 has no belt it uses a chain as far as I can determine as Gates lists no belt for this model. Call your local Lexus dealer and verify this as I am not 100% positive.
