To change the belt tensioner pulley on a 2001 Dodge Neon, first, ensure the engine is off and cool. Remove the serpentine belt by using a wrench to rotate the tensioner pulley, then slide the belt off. Next, unbolt the old tensioner pulley from its mount and install the new one, securing it with the bolts. Finally, re-route the serpentine belt around the new tensioner and ensure it is properly aligned before starting the engine.

Idler pully.
The timing belt has failed.
your bigest problem is the removal of the front pully bolt it is reached though the frame I had to use a torch, then remove all pullys and then the plastic cover there is your belt
It changes the direction of an applied force.
If your pully is damaged. Take it off and find the part number. Call Cummins and order it. If you don't have a pully to go by. Call Dodge with your truck serial number or Cummins with your engine serial number and they can trace it.
TAKE TIRE TOOL AND PRY TENTIONER UPWARDS TAKE SERPENTENE BELT OFF REMOVE TENTIONER PULLY PUT NEW ONE ON PUT NEW BELT ON SPEC SHOULD BE ON THE HOOD OR THE NEAR THE RAIDIATOR PRY PULLY BACK UP SET BELT
it depends on what belt it is worse if it is the alternater belt and a pain in the butt if its timing the serpentine belt goes on the front 2 pullys from the top pully you take the belt down and you will se a smooth pully the back side of the belt hits that and goes on the back pully (this is all on the passenger side) alternater belts go behind the serpentine belt and timing belts are in the engine the dots represent the belt its hard to read but it is the best i can do the larger 0 are the main pullys the smaller o is the smooth pully .
