Begin by loosening the tensioner pulley on your 1999 Oldsmobile Cutlass. Put your serpentine belt around the pulleys. Tighten the serpentine belt with the tensioner pulley.
It depends what engine you have but its typically on the front of the engine(th side where the belts are) and its on the front timing cover, sometimes under the crankshaft pulley,

Lap and Belt

It may leak out and/or blow the cap off. The loose cap could possible land in or near the belts (although this is unlikely) causing further problems including breakdown (stalling or overheating) or power steering failure which can cause loss of steering control and a crash. Usually it just leaks out a little, though.
