Remove the two screws that hold the lens on, remove the lens and change the bulbs.
To change brake light bulbs on a 1998 Lexus ES300, open the trunk lid. Locate the plastic rivet on the side of the trunk liner. Turn the rivet while pushing in with a screwdriver. Remove the rivet and the trunk liner can be pulled away to access the bulb. Push in and turn the bulb to remove. Insert the new bulb the same way. Replace the rivet in the trunk liner.

If you are referring to the right and left ones, pull the carpeting away and you will find like 4 nuts that you remove and the whole assembly comes out to change the bulb or bulbs. The 3rd brake light in the rear window has two bulbs which you get to from the trunk. The brake light bulbs ar removed from the rear of the light assy . Take it off of the body.
The light assy has to be removed and the bulbs removed from the back.
I assume you only need to change the bulbs. Go into the trunk and look up. You should see the wires leading to the mounting point for the third brake light, you candisconnect the connectors and then change the bulbs this way.
Likely to be the brake light switch on the pedal at fault if the bulbs and fuses are good and other lights work ok.
There are two screws in the tailgait jamb, just remove them and the lense comes right out exposing the bulbs.
