i am assuming you are talking about the tail lite housing (as opposed to the third lited). if so, lower your tailgate. there are two Phillips head screws along the jamb adjacent to the lite in question. remove those and you will be able to pull the lite housing out to access the bulbs. a counterclockwise twist of the bad bulb removes it from the back. pull it out of the the harness. install is in reverse.

The wire you are looking for is a white wire in the bundle that is closest to the brake pedal. Use a test light or meter to check voltage going through the wire when the pedal is pressed.
