Yeah, it's called changing your armors. If you're not a Dragon Amulet Holder and you are still new to this type of thing, go to Osprey Cove or Shadow of the Wind Village. Then, talk to either Thyton or Rhubarb (they should be standing in front of the inns in both towns). Then, go to "Become a Pirate" (if you're talking to Rhubarb) or "Become a Ninja (if you're talking to Thyton). See the item they want you to buy (it costs 3.5k, eek!) and go to the shop next door and buy it. Go back to them, hand them the item, and then you should be able to equip the armor. Unlock new skills by doing random quests (the big button right under their speech bubble) and finding black pearls and wind scrolls for Pirates and Ninjas respectively

You could take off their clothes, but otherwise, no.
You can change your minecraft clothes if you change your skin or download a mod.
There is no change of clothes in The Lost & Damned. In The Ballad Of Gay Tony, Luis can change his clothes, but only from the wardrobe in his apartment, not from the clothes shops.
