You must do so in game. Which doesn't help if you have a laptop as the default controls are all on the num pad. If your laptop is like mine you won't have a num pad enter key. Some laptops have the NUM pad enter key on the normal keyboard, you just have to press and hold the Fn key on your keyboard and press the button that has the num pad enter key written on it. So use the Fn in conjuction with the keys on your keyboard that have the different color numbers on them. I hope this makes sense so far. So in order to get in game press (Fn+8), this is the combo for num8 press the Fn+(button with enter on it) which is the combo for numEnter to get into a new game. Let the cinematics play and what not and when you can finally bring up the game menu go into options and change the keyboard controls to your liking.
If anyone knows how to change the keyboard controls for people like me without a num pad enter key i'd love to hear it. Maybe there is a config file in the directory that can be modified in notepad or something.

You are not able to legitimately play Final Fantasy VII online. Final Fantasy VII is a single player game and was never designed with the internet in mind. You can however buy an official PC version of Final Fantasy VII.
