You take the car to the dealer and open up your wallet. The DRLs are pretty well impossible to do yourself unless you want to remove the front bumper, the grill, the hood release mechanism, the headlight cluster (which may need to be re-aimed after you're done), and all the ductwork for the air intake.
Some people also suggest that the bulbs are easier to access from the wheel well, from underneath the car. The only disadvantage of that method of that is you cannot see anything at all and you have to do that method by feel. This is only a slight inconvenience though as there are not that many things up there that will cut your hand to ribbons as you reach up.

Pull the headlight switch out toward you. Fog lights will only engage when headlights (not just daytime running lights) are engaged.
It is not a warning light. The DRL stands for Daytime Running Lights and will always be on unless you turn on your dashboard lights.
If you are referring to the brake lights it is probably a bad brake light switch. Your vehicle may also have daytime running lights which would be on without the parking lights.
Replacing a daytime running light on a VW Passat is the same as changing a headlight bulb. First prop the hood open and located the headlight housing. Removing the old bulb and replace it.
Your low beam headlight bulbs are probably both burned out.
They are not supposed to. The DRL function only activates low or high beam lights, depending on the model. Interior lights and taillights remain extinguished in order to increase contrast of brake and turn signals as well as lengthen the life of the bulbs.

If a Passat 04 TDI's indicator lights are not working, check the fuse. A blown fuse can cause the lights to stop working.
