Not enough info here ... what engine is in the car. If it's a v8 it involves removal of the water pump. if that is the case I recommend replacing the distributor as a unit, as there are seals that fail and cause drivability issues, as well as no start problems.

Change spark plugs and wires, change all fluids, check o2 sensors, distributor and rotor cap possibly, change all filters...and a fat wallet...

Not very for a mechanic. If you want to do it yourself get a shop manual. Make sure the negative battery terminal is completely disconnected. It just involves removing the air cleaner, distributor cap, and distributor hold down bolt (pretty sure is a 9/16. Also, are you sure you want to change the distributor? Did it fail, my 89 Caprice Brougham's distributor is fine. If you are getting bad ignition it is probably not the distributor. Check for cracks.
There is no "chip" that can be replaced in the distributor, it is serviced as a unit. There is no chip in the distributor cap.
The cap and rotor are considered wear items and should be replaced. No repair options are practical.

To change the distributor rotor on a1998 Honda Civic unplug the spark plug wires from the cap. Loosen the screws and remove the cap on the unit. Be sure to properly line the new cap on the distributor and install.
