The distributor cap is replaced just like any other GM cap. You need to remove the "doghouse" between the front seats and below the cup holder/radio-CD counsel.
A '99 Intrepid doesn't use a distributor, so no cap and rotor.

Assuming this is the 4.3L engine, the distributor cap would be found in the back of the engine on top. All the spark plug wires lead to it.
As your looking at the engine it is to the left of the distributor cap.
If you look at the top of engine but in the back. You will see the Distributor cap and wires. Mark the wires where you understand where they go. Then remove the wires. There is 2 small screews on each side of the cap, remove them and lift cap off. When you put new cap on, make sure it is sitting stright and flat on the Distributor. If it's not right then the screews will not start. It's a little trickey. Then put wires back on were they go.
4.7L does not have a distributor. 5.2L and 5.9L the distributor is on the rear of the engine.
It is in the back of the intake manifold, by the fire wall.
The ignition system on it is D.I.S. ( Distributorless Ignition System)
If you have the 2.2 L engine in that 99 S10, there is no distributor in that vehicle. It has a DIS (Distributorless Ignition System).

the cap may not be cracked as you said when the cap gets wet when distributor cap gets wet, moisture will also get into where the plug leads go into cap. this will cause same problem you described. if cap is cracked it will misfire, etc whether wet or dry. to fix problem of cap getting wet, you need to somehow stop water from getting on the cap
