by blinker I assume you mean turning signal. The fuse is located under the dash board, driver side. It's a little black fuse box, the cover of the box should tell you what fuse is for what.
The turn signal flasher is what makes the noise and lets the turn signal flash.
The laws in most states require a driver signal a change in direction with blinkers or with an arm signal. You can be ticketed if you do not.
If it's just one way and it wont shut off then its probably just to turn signal switch.
