It's not a "locking" cap, unless you bought it from the store. They don't come with lock caps.
Scenic fuel cap locks operate with the door system - it's a security thing - if you use the remote to unlock your doors then you will find the fuel flap will open. Of course it will lock when you use the remote to lock the doors.
It varies. On older Fiestas e.g. mk2 and mk3 up to year 1994 the fuel cap has a keyhole. The key (originally the ignition/door lock key - good way to determine if the cap has been changed at any point) is inserted and turned right at ~90 degrees to release the fuel cap. On models after 1994 however, the design was changed to have a lid over the fuel cap.

The fuel tank lock is tied into the vacuum door lock system. When the doors are unlocked then so should the trunk and gas cap. The door lock can be released from inside the trunk.

There is no such thing as a 1998 190E, BTW - It was replaced by the C-class in 1993... On my Mercedes (1984) there is no cap lock, when you lock or unlock the doors, the gas latch (door) is locked or unlocked automatically.
Lock goes to lock on the bearing cap.
The ignition and door key should fit the lock if it's the original filler cap, if it's not then a trip to the garage and hope they can help you.
