Look under the drivers side rear door. There is a chrome colored fuel filter about 3 inches long and has a hose on either side. Get a flat head screwdriver and loosen both screws on the hoses and pull the fuel filter out of both sides. Put your new fuel filter in the exact same way you took the old one out. Make sure you tighten the screws back up or it will leak.
The fuel filter on a 2004 Mercury Grand Marquis is on the passenger side by the rear door, NOT on the drivers side. I just looked for mine and found it on the passenger side under the car by the rear door! And it is not chrome colored either. It also does not have screws at each end of the filter holding it to a rubber hose!!! It has plastic clips holding the hoses on each end, that will break when when you remove them. It also has a Gates type clamp around it that holds it to the housing it sits in. You also have to relieve the fuel pressure before you disconnect the filter. Ford will charge about $60+ to change it out. The filter cost anywhere from $12 to $25 or more.
