The first Harley belt drive was on the original motorcycle built in 1903. But it was a flat leather belt driving a pulley bolted to the rear wheel. The first modern toothed rubber drive belt was on the 1980 Harley's.
A 2003 sportster has a chain drive for the promary, firm the engine to the transmission, and a belt drive final drive. The final drive is from the transmission to the rear wheel.

If memory serv's you will need to remove your rear brake master cylinder and reservoir. Then remove the access cover. You will also have to remove the rear axle to get the drive belt on. I would advise that if you are going to DIY your bike you purchase a service manual from your local Harley Dealer.

Wouldnt recommend repairing, suggest you get new belt if old is damaged. Its a long push home. You cannot repair a belt, only replace it. Sure there are "repair kits" but they are for an emergency limp home.
remove rear tire ,remove bolt that holds swingarm, remome primary covers remove chain or belt depending what you are using ,installing is the reverse , note do over tighten new belt transmission seal will go .
Yes you can. However you will need to change the washer under the axle nut to the same diameter as the lock washer in order to get the travel needed for proper belt tension
