Go to Start > Settings > Control Panel
Select Bluetooth Configuration
Follow the prompts to name the BT connection and enable/disable what tasks will be supported via bluetooth.
Your bluetooth must be turned on to open the BT Configuration application. You will get an error if it's not on.
