Some some dont my 150cc does not. Never seen why anything below 150cc needs them anyway.Dont really look for them till you get to bigger bikes like about 250cc or so.

Depends on the make, and model scooter. As long as there is no leak, you almost never have to change gear oil.
On my 150 cc Honda scooter, I just use 91 octane gas from the station. Also, if it is a 2 stroke, then you will need to put oil in the oil tank, But most 150 cc scooters are 4 strokes, which don't require this.

Most board scooters or old mopeds are two-stroke engine. This means that they mix the fuel with oil (two cycle oil). Usually the ratio is 1:20. Most four-stroke-engines mopeds have their oil cap under the seat.
