You tighten or loosen the head, the drum's membrane, (very carefully). A tighter head will give a higher pitch. To avoid shearing stress on the head, you want to make sure that tension is as evenly distributed across the head as possible.

If you mean lower as in lower in pitch then you losen the drum heads.

But if you mean lower as in the overall drum you can't.

Each drum has is very own pitch and timbre based on it's length and

diameter.

If it's a tribal drum, sorry but your out of luck. If its a manufactured one like Ludwig, CB Percussion or Pearl, then you have to use a drum key to tune it lower. All types of drums use the same type of drum key.

First, find out how to increase the tension on the drum head. In som cases, you might need a drum key, or eve a wrench. Once you find out how to tighten it, slowly tension each tension rod, until you achieve the desired pitch.

This is very easy to do. You simply take your drum key. Place it on your lugs. Then twist it left or right to tighten or loosen your drum head. This in-turn changes your drums pitch.

What would a drummer to make the sound of a drum give a note of lower pitch?

It depends largely on how it is tuned. A large drum will generally produce a lower sound, but this is because they are usually tuned to produce that pitch because smaller drum heads do not have enough surface area to create that low a pitch without becoming floppy. Likewise, a large drum head such as a floor tom can produce a higher pitch, but not as high as a very small drum like a piccolo snare.
